The NYPD’s new “trains” magazine, launched last month, is being touted as a way to make the city safer by encouraging citizens to carry their own firearms.
But there’s a catch: The magazine isn’t meant to be carried openly.
And it’s only available for a limited time.
New York City Mayor Bill de Blasio said in a statement that the magazine, which was approved by the NYPD in June, is intended to promote self-defense and has been a boon to the city’s law enforcement officers and residents.
He said that while there is a need to “support law enforcement in a way that promotes safety and the right to defend ourselves,” the new magazine will not allow citizens to openly carry their guns.
The magazine is called “Trains” and it’s available for $200.
The magazine was approved in June by the city, according to the New Yorker magazine.
The New York Police Department declined to comment on whether or not the magazine will be allowed to be used openly.
New Yorkers can only buy the magazine from a retailer and not from the police department.
The NYPD has said that it’s not trying to restrict the right of citizens to have guns, only that it will not be allowed.
“Trains magazines are not meant to serve as a public safety weapon,” a statement from the NYPD said.
“They are meant to promote and encourage the public to exercise their Second Amendment rights, including the right for citizens to own and carry guns openly.”

We have the authority to prohibit the possession of firearms and other weapons that pose a danger to public safety, including magazines, by people who have passed through our state’s background check system.
We have also the authority under New York law to prohibit or limit the carrying of weapons or ammunition in public places by people convicted of domestic violence offenses.”
De Blasio says he has asked his Police Commissioner, William Bratton, to study the magazine and determine how it could be used, including whether it should be limited to police officers or other people who carry weapons.
The New York Times first reported that the NYPD had been approved for the magazine.
The NYPD issued a statement in August saying that the new issue will not permit citizens to legally carry guns and will not include the magazine in its list of prohibited items.
The city is currently working on a plan to increase gun ownership by law-abiding citizens, the Times said.
The plan calls for an increase in gun sales tax, a $15 tax on gun sales, and a gun buyback program.
De Blasio has also promised to enforce existing gun laws and said he will propose an ordinance that will require background checks on people seeking gun permits.
The Times reported that a proposal to allow law-enforcement officers to carry guns outside of the department has been delayed and that the issue of open carry is not a top priority for the mayor.
DeBlasio has said the city has the highest murder rate in the nation, which is attributed to the number of guns in the hands of the general public.
The Times reported in July that de Blasio had proposed a gun amnesty for people who were caught with illegal guns, but that was pulled from the bill because the bill failed to garner enough support.
